Kathy Mangels has been named interim vice president for business and finance at Southeast Missouri State University.

Jan. 3, 2006 – Kathy Mangels, controller and assistant treasurer at Southeast Missouri State University, has been named interim vice president for business and finance at Southeast Missouri State University.
Mangels’ new position was effective Jan. 1. She replaces Dr. Ivy Locke, who has accepted a position as vice president for administration and finance at Rhode Island College in Providence, R.I.
In addition to her vice presidential duties, Mangels will assume responsibilities as interim treasurer of the Southeast Missouri University Foundation with assets totaling $45.4 million. She also will continue to serve as treasurer of the Missouri Research Corporation.

The vice president for business and finance at Southeast is the University’s chief financial officer, who reports to the president and serves as a member of the executive staff. The vice president has executive oversight for a broad range of financial, business and support operations, including financial planning and budgeting, controller functions, research and grant development, auditing, cash and investment management, accounts payable and the cashier’s office, public safety and transit, student financial services and financial aid, business operations, human resources and the Show Me Center, the multipurpose arena of the University. The vice president also chairs the Budget Review Committee that makes recommendations for the use of incremental funds for the institution’s $137 million budget.
Mangels has served as controller of the University since March 1997 and as assistant treasurer since November 2001. She served as budget analyst in Facilities Management at Southeast from July 1995 to February 1997.
She has been treasurer of the Missouri Research Corporation since December 2003. At Southeast, she has served on the Budget Review Committee, the University Investment Committee and Administrative Council. She has been chair of the Financial Integrity Committee of the NCAA Certification Self-Study and a team leader for Banner Software Implementation.
Prior to her tenure with Southeast, Mangels was director of grant administration with the Southeast Missouri Regional Planning and Economic Development Commission and an accounting clerk with Pirrie and Associates, both in Perryville, Mo. She has been a broker service representative in the Tenders and Exchange Department of Edward D. Jones and Company in St. Louis.
Mangels is a member of the National Association of College and University Business Officers, and the American Council on Education – Missouri Statewide Planning Committee.
She holds a bachelor of science in business administration degree from the University of Missouri-Columbia and has completed coursework for a master of arts degree in higher education administration from Southeast. She also has completed National Development Council coursework in economic development financing, business credit analysis and real estate finance.
Mangels and her husband, Steve, are the parents of Lindsey, 13, Shelby, 10, and Tessa, 7.
