The qualities outlined in the nomination form are: leadership experience, involvement in professional development at the local, state or national level and individual accomplishments based on the NSDC standards, which include focusing on improving the learning of all students through learning communities, leadership resources, data driven evaluation, research-based design and family involvement.

Hebert has been employed at Southeast through the RPDC as a special education consultant since 2003. She relocated from Pennsylvania, where she served in a similar capacity providing staff development to public educators.
